Hormone Therapy in Phoenix by Telehealth: Arizona Rules, Local Labs and What to Expect

MultiGen Wellness has no office in Phoenix. Care happens by telehealth: you meet a licensed provider by video, get your blood drawn at a lab near you, and any prescription that is appropriate for you goes to a pharmacy. This section covers the local details of hormone therapy in Phoenix: how Arizona regulates telehealth, where Valley residents get labs drawn, how a visit works and what it costs.

How Arizona regulates telehealth

Arizona’s telehealth law starts at A.R.S. 36-3601. It defines telehealth as the interactive use of audio, video or other electronic media, including store-and-forward technology. A phone-only visit counts only when a video visit is not reasonably available because of the patient’s health or technology limits, as the provider determines. Fax, instant messages, voicemail and email do not count.

Under A.R.S. 36-3602, your provider must get your informed consent before treating you by telehealth. Consent can be verbal or written, and verbal consent must be documented in your medical record. The same section says Arizona licensing boards may not enforce a rule that requires an in-person exam before a prescription, except where federal law requires one. Schedule II drugs may be prescribed only after an in-person or audio-visual exam.

Providers licensed in another state can treat people located in Arizona by telehealth if they register with the matching Arizona licensing board under A.R.S. 36-3606. To register, a provider needs:

  • A current, valid and unrestricted license in a state whose license is substantially similar to Arizona’s
  • No past or pending disciplinary proceedings in any jurisdiction
  • Professional liability insurance that covers telehealth provided in Arizona
  • A statutory agent in Arizona for legal service

A registered out-of-state provider may not open an office in Arizona, except as part of a multistate group that includes at least one Arizona-licensed provider. They also may not see Arizona patients in person without an Arizona license. It is fair to ask any telehealth practice how its provider is licensed or registered to treat you in Arizona.

Federal rules for testosterone by telemedicine

Testosterone is a Schedule III controlled substance, as its FDA label on DailyMed states. Federal law (the Ryan Haight Act) generally requires at least one in-person evaluation before a practitioner prescribes a controlled substance remotely. Temporary DEA and HHS rules have set that requirement aside, when certain conditions are met, for Schedule II through V medications prescribed through audio-video telemedicine visits.

The current extension, the fourth, is in effect from January 1, 2026 through December 31, 2026 (Federal Register, 2025-24123). Unless DEA issues another extension or a permanent rule before that date, the rules for new patients who get testosterone by telemedicine may change. If anything about your care has to change, your provider will tell you.

Where Phoenix-area patients get labs drawn

Lab work comes before any treatment decision. Two large lab networks have patient service centers across the Valley. Your provider will tell you which lab your order goes to.

Lab networkHow to find a siteGood to know
Regional lab networkFind a locationIts general information guide says it provides lab services throughout Arizona, that its patient service center list is on its website, and that some tests require an appointment.
Another national labArizona lab locationsThe Arizona locator lists Phoenix, Scottsdale, Mesa, Chandler, Tempe, Glendale, Gilbert and Peoria. You can book online. Walk-ins are welcome, but availability varies.

Timing matters for men. The Endocrine Society guideline recommends measuring total testosterone on a fasting, early-morning sample and confirming a low result with a second morning test. An early appointment makes that easier. For women, your provider decides which labs, if any, you need based on your symptoms and history.

Telehealth across the Valley

What matters for a telehealth visit is where you are during the visit, not how far you live from an office. The same video-based hormone therapy is available in central Phoenix, Ahwatukee and the rest of the metro. Residents of Scottsdale, Tempe and Mesa have their own pages. Chandler, Gilbert, Glendale, Peoria and Paradise Valley are covered the same way. For statewide details, see our page on Arizona testosterone replacement therapy. If you will be out of state at the time of a visit, tell your provider ahead of time.

TRT and HRT in brief

Men. For testosterone therapy in Phoenix, TRT online starts with symptoms plus consistently low morning testosterone, which is the Endocrine Society’s standard for diagnosis. That guideline advises against starting testosterone in men who plan to father a child in the near term, among other conditions. The testosterone label calls for periodic blood pressure checks and periodic hemoglobin and hematocrit tests. Read more about the signs of low testosterone, TRT requirements and TRT side effects.

Women. HRT online is guided by the 2022 hormone therapy position statement of The North American Menopause Society, now called The Menopause Society. It calls hormone therapy the most effective treatment for hot flashes and genitourinary symptoms of menopause. For women under 60, or within 10 years of menopause onset, with no contraindications, it finds the benefit-risk balance favorable for treating bothersome hot flashes and preventing bone loss. It also says treatment should be individualized and reassessed over time. See online menopause treatment, perimenopause vs. menopause and is HRT safe.

How a telehealth visit works

  1. Reach out. Use the contact page or call 1-800-259-0015.
  2. Intake and consent. You share your health history and give the informed consent Arizona law requires.
  3. Labs. You get your blood drawn at a patient service center in the Valley.
  4. Video visit. A licensed provider reviews your results, symptoms and goals with you.
  5. Plan. Licensed providers prescribe only what is appropriate for you and legally available. If treatment is not a fit, they will say so.
  6. Follow-up. Ongoing visits and repeat labs check how treatment is working and whether it stays safe for you.

One local tip: Phoenix summers are hot. The label for one injectable testosterone cypionate product calls for storage at 68 to 77 degrees Fahrenheit, protected from light, so bring deliveries inside promptly and follow the storage directions on your own medication.

What it costs

MultiGen is a self-pay practice. It costs $247 to start, which includes your first provider visit, then $97 per visit. Medications are priced separately; current prices are on our pharmacy page. MultiGen does not bill insurance and does not take HSA or FSA cards directly. For more detail, see how much TRT costs and whether insurance covers TRT.

Phoenix hormone therapy questions

Do I need to visit an office for hormone therapy in Phoenix?

No. MultiGen has no Phoenix office. Visits are by video, and labs are drawn at a patient service center near you.

Can a provider licensed in another state treat me in Arizona?

Yes, if the provider holds an Arizona license or has registered with the matching Arizona board under A.R.S. 36-3606. Registered out-of-state providers may not see you in person in Arizona.

Can testosterone be prescribed by telehealth in Arizona in 2026?

Arizona law bars state licensing boards from enforcing an in-person exam requirement before a prescription, except where federal law requires one. Federal telemedicine flexibilities for controlled substances, including testosterone, run through December 31, 2026. Whether it is right for you is a decision for your provider.

Can my visit be by phone only?

Arizona counts a phone-only visit as telehealth only when a video visit is not reasonably available, as the provider determines. The federal flexibilities for prescribing Schedule III medications such as testosterone apply to audio-video visits, so plan on video.

Which labs can I use in the Phoenix area?

Regional and national lab networks have patient service centers across the Valley. Your provider will tell you which lab your order goes to.

Why do men need morning lab draws?

The Endocrine Society recommends a fasting, early-morning total testosterone test, repeated to confirm a low result.

Can I start HRT after age 60?

Possibly. The Menopause Society says the benefit-risk balance looks less favorable for women who start after 60 or more than 10 years after menopause. That makes it an individual decision with your provider.

Does MultiGen take insurance or HSA cards?

No. MultiGen is self-pay: it does not bill insurance and does not take HSA or FSA cards directly.
